ANYA sponsored bandh paralyze Capital region, one injured in shooting
DA warns of action
ITANAGAR, Apr 27: Capital region was brought to a standstill following a 12 hours bandh call given by All Nyishi Youth Association demanding a whitepaper on the Annual Operating Plan and establishment of National Institute of Technology in Jote, Papum Pare.
At around nine this morning, members of ANYA were shot upon by the owner of a private vehicle near Lekhi village injuring one person while they were trying to pelt stones at the vehicle.
The Police promptly arrested the injured after he was brought to Naharlagun General Hospital. His condition is stated to be stable.
Addressing press persons after the bandh, ANYA president Tarin Nabum informed that the association would continue its movement for a white paper on AOP. In the next phase they would bring in other organization for support on the issue.
Supporting him, spokesman Boni Tamen said nothing below a White paper would be accepted. The ANYA has also reiterated its demand for the establishment of the National Institute of Technology in Capital Complex.
The Association further announced jail bharo andolan till their activists are released from the jail.
The Police said that it is on look out for those responsible for violence.
Taking strong exception to damages of two night buses belonging to Network and Blue Hills even before the bandh started and pelting stones at a Magistrate’s vehicle injuring a PSO and Driver, the District Administration in a strong message “advised the organization to educate their members properly not to reiterate same in future, else exemplary action will be initiated against the violators”.
Such incidents prove that the office bearers of the organization do not have proper knowledge to control over their members to perform such democratic agenda within the prescriptive purview of our constitution, it added.
Our democracy provides us every right to register our protest against our government for a genuine demand but it does not bestow any right to any democratic organization to indulge in violence and to damage any private or public properties in the name of democracy, it further added.
The bandh forced Central government offices, shops and educational institutions to remain closed while state government offices had very thin attendance.
Mein assures help to flood devastated people of Lohit
NAMSAI, Apr 27: Shocked at the devastation following flood in Lohit, PHE & WS Minister Chowna Mein assured all sorts of help from the government. Accompanied by the Officers of District Administration and Water Resource Department, he visited the flood affected area of Mahadevpur Circle.
At Dharampur, the minister visited the erosion affected dyke and houses of marooned people. He also visited the public attending Social Service to plug a Dyke at Dharampur. Mein also visited Silatoo area where the Noa Dehing River is causing serious threat to the village. He directed the EAC Lekang to convene a meeting of all affected villages immediately and to enhance steps for relief and rehabilitation.
The Namsai MLA Nang Sati Mein also visited flood affected. Bijoypur, Samuguri, Kherbari and Pathergaon area of Namsai Circle. She was also accompanied by Officers of District Admin and Public Leaders. Later she directed the ADC Namsai to make loss assessment soon to ensure possible relief assistance to the victims.
AAPSU concerned at development in RGU
ITANAGAR, Apr 27: The All Arunachal Pradesh Students’ Union (AAPSU) expressed concern over deteriorating academic atmosphere prevailing at Rajiv Gandhi University. Taking exception to the return of Vice Chancellor, Prof K.C Belliapa to the campus, the Union said that his coming back at the campus is causing lots of uneasiness and is detrimental to the healthy atmosphere in the campus. It was given to understand that Vice Chancellor was ousted for good but his return has caused serious doubt on the sincerity of the state government to handle the issue, the Union President Takam Tatung said.
In such a delicate issue which involves the careers of several thousand students, the state government should pursue the matter vigorously till a desired result is achieved rather than try to befool the student bodies and general public. Threatening intervention, the Union called on the state government to immediately heed to the demand of the RGUSU.
The union urges upon representative and leaders that there should not be any room for political game and ulterior motive in the issue and the high powered committee ought to let know the public the outcome of the committee report.
The union further stated that undue attention and privilege is being extended to the VC.
Enquiry report on Seppa firing incident submitted
SEPPA, Apr 27: The report of the magisterial enquiry conducted by ADC Seppa pertaining to the firing incident that claimed the young life of IRBn jawan Tako Tagak on Oct 17, 2009 has been submitted. The report has been forwarded to commissioner home affairs, Arunachal Govt for further action, according to official release.
Tako Tagak, a new recruit to the IRBn lost his life after firing by ITBP personnel entrusted to guard the EVMs at Seppa in East Kameng district on October 17 night. A drunken brawl had led to a major scuffle amongst the personnel of ITBP and IRBn.
On Oct 21, the State government has ordered a Magisterial Inquiry to look into the details of the shooting. Suo moto case vide SP/PS No. 114/09 us 304/326/325 IPC had been registered under Seppa Police Station.
Leave Travel Concession gets extension, Handique urge NE states to avail scheme
ITANAGAR, Apr 27: The scheme of relaxation of Leave Travel Concession rules allowing the Central Government Employees to travel to the different parts of North Eastern Region by air has been extended by two years with effect from 1st May 2010. The Department of Personal and Training issued a notice pertaining to the extension on 20th April 2010.
The Union Minister of Development of North Eastern Region, Bijoy Krishna Handique had initiated this extension in February 2010, by appealing to the Minister of State for Personnel, Public Grievances and Pension, Prithviraj Chauhan in view of the tremendous enthusiasm generated among the Central Government Employees resulting in a very large number of families visiting the region in the past twenty months. Handique, further, mentioned that the extension would give necessary fillip to the tourism potential of the region in particular, and the economy in general.
Handique has appealed to all the State Governments and people of North East Region to avail this opportunity to give a boost to the tourism in order to create more employment avenues.
As per available data, the inflow of domestic tourists to the eight north eastern states recorded a growth of 21 % in the last two years. The year 2009 saw a growth of 11% in the inflow of domestic tourists over the previous year. This growth is chiefly attributed to the huge increase in LTC tourists since introduction of the scheme initiated by the Ministry of Development of North Eastern Region with effect from May, 2008. There was a total domestic inflow of 5.7 million tourists in the year 2009.

System of rice intensification programme at Hong
ITANAGAR, Apr 27: Rashtriya Gramin Vikas Nidhi (RGVN), DST Itanagar had organized a day long Awareness Programme on System of Rice Intensification at Hong village, Lower Subansiri recently. This was the first in the series of SRI awareness programmes of RGVN to be conducted for NER states.
Ramani Kanta Sarma, Asstt Director, RGVN –SRI had provided the technical know how of the SRI technique to the participants . In the Awareness programme there were 32 participants from the locality who expressed their satisfaction on the new technique of Rice cultivation.

A ray of hope for Desali, a victim of feudalistic policies

Located in one of the secluded corners of Dibang Valley district, in between breathe taking snow capped misty mountains, amid green foliage, gurgling rivers, Desali was once a bubbling, bustling administrative circle, teeming and overflowing with activities. It held a high hope and awaited the future with keenness with democracy finally stepping into the nascent state of Arunachal, inhabited by different ethnic groups in the early 1980s.
But sadly, the destiny had a different plan lay in stored for Desali, as it began
to unfold slowly and painfully. Dreams turned sour and were broken up by the upholders
of democracy. Desali still lives in the dark ages, inaccessible while the rest of
the world fumbles to keep pace with ever changing technology. Reason: democratically
elected people’s representative, in whom people had placed their high hopes and expectations,
began behaving more of like monarchs, stalling the pace of Desali from taking progressive
steps into the future by injecting dark poison of politics into the Hunli-
Be careful while selecting the site for NIT
Dear Editor,
Already the proposed setting up of NIT in the State seems to have caused enough commotion
as to where the institute should be located. There seems to be a tug of war amongst
different sections of the society, everyone vying for the national institute to be
located near their homes. This is wrong and unfortunate and is definitely against
the interest of the people of the Sate. Before doing this one must understand the
mandates laid down in establishing such institutes. When it comes to setting up an
institute or a department of national importance, what is more important is to see
that this institution sustain its growth as planned post establishment and fulfils
the objectives of it being set up in the region. It is important to see that this
institution does help in overall growth and development of the State or the region.
The short term gains linked to such a major establishment should be avoided. It is
noteworthy that NITs are autonomous bodies and centrally funded and as such the monitoring,
governing and functioning of them will be carried out from Delhi, not from Itanagar.
Therefore, locating one near the State capital or away from it doesn’t really carry
any meaning. It should be realized that IITs and NITs gets the students through competitive
examinations such as JEE and AIEEE which means that the students would be drawn from
all over India. In no way, the students would be admitted directly on the basis of
region or any other such criteria, except that in NIT 50% seat is filled up from
the host State but based on AIEEE results. In fact, there are glaring examples where
such prestigious institutes are located in north India and most of the students are
from south India and vice versa. The same thing is bound to happen in NIT Arunachal
too. But more importantly, the academic excellence of the NIT will depend on four
main factors – good connectivity in terms of road, rail and air; qualified faculty
members; quality students and finally friendly hosts. There are numerous examples
of such institutes being set up in unfavourable locations due to political pressure
and other such compulsions but they failed to function due to lack of proper connectivity
and other basic amenities. IIT Ropar (Punjab), for example, established two years
back and located in a rural area far away from the main city is not doing well. As
on date there is only one regular faculty member in the Department of Electrical
Engineering. This is true for most of the newly established IITs. This is badly affecting
the students enrolled in these institutes. Many NITs which are set up in disadvantageous
locations have the same fate; there are few qualified faculty members or most of
them are drawn from local graduates thus, academic excellence is not achieved as
envisaged. Getting experienced and qualified faculty members would be a big challenge
as today even the IITs have large number of vacant faculty positions. The vacancy
in seven old IITs stands at 1,065 (2009-
Now onus is on the State government to see where the NIT should be located. It is to be seen whether the government takes a wise decision or fall prey to the pressure tactics of some sections of our society, as usual. Laying the foundation stone of the institute in an unfavourable location and forget it will result in another embarrassment for the State. It is expected that the selection of the site would be based on proper connectivity – road, rail and air; if not the NIT Arunachal will become a white elephant.

Exaggerated and twisted far from the ground reality !

Pacha MHS is in operation and in a position to generate 1.50MW of power which is more than present power requirement of Seppa township area. The Department is also very much interested to utilise all the power generated from the Pacha MHS in the interest of the common people and the state. Recently the Principal Secretary, Government of Arunachal Pradesh has also paid a visit to Pacha MHS on 13th April’2010. He has taken serious concerned about the under utilisation of power generated from Pacaha MHS and directed the Power and Hydro Power Department to evolve an immediate solution for optimum power utilisation from the said hydel. So it was resolved that the Hydro Power Department would generate the power supply requirement of the Seppa town and the power Department would draw power supply from Pacha MHS.
It is also the public impression that due to less water discharge at Pacha Nallah there is scarcity of power supply from the project. Of course, during winter, there may be water scarcity due to natural phenomenon but the hydel will not shutdown and will continue to generate power requirement for Seppa town. At this moment the water discharge is sufficient enough to generate the power requirement of Seppa Town and its adjoining villages.
No doubt, the best and easiest way to express and highlight the public grievances is through mass media like local daily. It is a mirror of the Department but it does not mean that the matter is exaggerated and twisted far from the ground reality.

The recent development suspending Lalit Modi, the IPL chairman, for alleged acts of individual misdemeanours shows how politics can manipulate the spirit of sports in our country. The IPL has become "Indian Political League". Tax authorities are widening the net on Indian Premier League (IPL) stakeholders amid suspicions of irregular fund transfers, evasion of withholding and proxy ownership structures of various franchisees have shown how IPL have delved into to be called "Indian Paisa League".
I personally feel greatly disheartened for the cricket lovers who may have lost thier enthusiasm and whose spirits have been disarrayed under political crisis and money maniacs.

I would like to congratulate AAPSU for launching their website, this would really help people know the organisation and the state as a whole better but I felt very sorry when I saw a big mistake in the map of Arunachal Pradesh.
My district Upper Sbansiri is being shown as Upper Siang. This is a very disheartening. I would like to request the caretakers of the website to clear the mistake and hope they will update the website regularly not like many other sites of the state.

And also hope that a new sun shine in policies will open up a new leaf of inclusive development for Desali Circle. Allowing for the unhealed wounds of the past to be healed and to be able to take step boldly into the future with zeal and enthusiasm.
Let us hope that the glimmer of hope doesn’t flicker away in the winds of hollow words, to allow darkness of agonizing sufferings and ordeal to fall all over once again.
East Kameng gearing up for effective implementation of Saakshar Bharat Mission
SEPPA, Apr 27: East Kameng district is gearing up for effective implementation of
Saakshar Bharat Mission (SBM)-
While presiding over the meeting Deputy Commissioner Pige Ligu informed the house that the mission gives special emphasizes on the girls education, but the male section however is not excluded from the scheme.
He further informed that the scheme being sponsored by the union ministry of human resources development aims to educate those left over in its previous policies like the total literacy campaign (TLC) and the SSA in the region. Govt shall not launch such kind of scheme again and again, thus the scheme so launched should be implemented with formulation of proper policy and the guidelines, he said and appealed all the PR leaders to jointly recommend the motivators for the quality education.
ADC Mige Kamki advocated that the recommendation for the appointment of the Preraks should come from grass root level not from the upper level.
ZPM chairperson, Sipi Bagang suggested the PR leaders that guidelines should be framed in the district level so that an appropriate action could be taken against those who cannot discharge the duty properly or else the higher authority should be asked to formulate the mechanism for the better implementation of the scheme.
The house also opined that the recommendation for the Motivators should be done jointly by the ZPM and the ASM chairperson.

The chairman of Sango Lamte Foundation (SLF), a local NGO, Payi Gyadi said that the school with an intake capacity of 80 students had operated till 1999 to teach upto higher secondary level but it was subsequently reduced to 40 and is functioning only upto secondary level due to unavailability of proper accommodation facility for both students and teachers. Expressing his angst over the sorry state of affairs of JNV Seppa, the SLP chairman said that the school authority is unable to increase its intake capacity only because of accommodation problem.
“It is a matter of concern for East Kameng, one of the lowest literacy rate prevalent districts, that every year 40 students are deprived of free education offered by the Union govt, he said. As many as 500 poor students have so far lost their opportunities since 1999 as a result of reduction in its intake capacity.
He added the reason behind this is nothing but the unfinished school and hostel buildings.
“Like other advanced districts of state, East Kameng could have also produced many doctors, engineers, officers and other professionals had the school been well equipped with proper infrastructure, including teachers’ quarters,” he said.
He urged govt’s intervention to examine reason for delay in its completion by the construction agency and initiate action for early completion of the construction of the building, so that potential do not suffer.

when trout was first introduced in the state. As per recent records, the trout has
now been established well in Shergaon of West Kameng district and Nuranang of Tawang
district. These hilly districts with low temperature regime offer tremendous scope
for trout farming. The species of trout available in the state are considered as
high value food fishes and good for sport and recreational fishery. The favourable
water temperature ranging from below freezing point to as high as 200 C led to the
establishment of the first Trout Hatchery along Nuranang stream at 3,660 m msl in
Tawang district, using brown trout seed imparted from Jammu and Kashmir. The incubation

The trout is regarded as the best sporting fish of the coldwaters and also as delicious food. In the state Arunachal Pradesh, despite prolonged stocking after its release in upland waters, the trout has not yet come up at par with other cultivable fishes in the high altitudes either in terms of production or from sports point of view. The general concept of trout as a highly expensive fish to cultivate in the farms and as a luxury food beyond the reach of a common man perhaps stranded its dispersal and propagation in other suitable waters in the other districts of the state.

CCFC shot into lead 33 minutes into the match through Tamuk Taja. Later, Ligang Bongo added three goals, Kipa Tania two goals and Techi Tuka one goal to complete the drubbing..
In another match of the day played between Lower Dibang Valley (LDV) and East Kameng, the former pipped the latter by solitary goal.
The lone goal of the match was netted by T Linggi in 67 minutes.
East Kameng team failed to score mainly due to poor finishing. The team lost to Kurung Kumey in their earlier match played on April 25.
East Siang will play against Upper Subansiri in a ‘do or die’ match tomorrow at 1.30 pm while Papum Pare will lock horn with Changlang in the second match.
Both East Siang and Changlang teams must win tomorrow’s match to reach the knock out stage as they lost their previous matches.
